The Covenant get Vasari Phase Stabilizers which is awesome and fits the Lore vs the UNSC pretty well.

But the Forerunners have even better slipspace technology (Halo: Silentium when the Librarian left the Milky Way galaxy to find a group of ancient Forerunner mutineers).

My best idea is that Forerunners could build portals instead of Phase Stabilizers and those portals would allow instantaneous travel to other portals.

It would fit the Lore better if the Forerunners are also just plain faster when they Jump but that would probably be overpowered even if it was a high-tech research option.

The problem you have here is not how fast  they travel between phase lanes but how fast they move in a gravity well. Moving quick between lanes can make a difference but not much.

The UNSC faction already does that with Anchor Starbases if I recall correctly...I do not remember if that was deliberate or not though.  Since slipspace travel is different from phase space travel, that is demonstrated with all factions having some kind of access to phase stabilization from the Sins game engine.  How quickly factions can set those up and then how quickly they can travel through the phase lines however, is likely to follow the canon.

Yep, that's deliberate.

Forerunners do actually have much, much faster slipspace, unless that's been changed. Something on the order of 10x the speed of UNSC slipspace IIRC. Of course, that's really, really far in the future so things might change. They're gonna be faster though.
