Russian politician elite strictly prohibited any fire at civillians. Russia cant afford itself killing civillians, while America can. And there were no evidences that RF bombers killed civillians, while US recently burned a hospital in Afgan.Bombing will eradicate what was done by 'educated people' in expensive suits. And none of 'liberated' by America & NATO rebuilded.

Also NATO. In SAR no proven killed civillians from RF fire.
But you cant deny that US is 1st killer now: army, police...
