He has shields! I doubt a sand storm would take them down. Maybe his armor is damaged and the shields aren't working though.

Except the suit does have a highly advanced energy shielding system. I think it's for two reasons, the dramatic effect and yes he became a Jedi in his down time. Or the Librarian did more than we thought. The Didact could use the force. Why not the Chief?

ummm... the borg are definitely intended to be playable... there is absolutely no indication to the contrary. They are excellently balanced because of how expensive it is to play as them. They're highly vulnerable to being rushed...
