Can we all just agree the situation in Crimea is becoming more hostile every passing day and if conflict did break out, both sides would have different advantages that could alter the possible conflict?

Yeah, it's the product of Dianno's desperate attempts to balance the SMAC fairly. It's better than the previous 5 minute build time but it's still not quite finished. Needs a string update at the very least, ideally a rework so it's not so rough around the edges.

the irony is that you could set up SMACs faster without the ability, and the ability was a result of not building SMACs fast (required athens carriers with rapid manufacturing btw)
