Yup, for the same reason we don't have a Covie release yet: they're not done.
Zero & Didact are making all of them and sharing them with us. Basically the entire Covenant race is being done by HF.

Wow, ok i did not know that, so im gonna make a stab at this here, Sotp does UNSC, Homefront do covie, and Caw does the forerunners.

Mod is currently balanced at a 2:1 UNSC:Covenant ratio only becaus HW2 can't support that many ships on screen and the UNSC need a fighting chance. Specialized units will make or break this rule, but the 'common' baseline ships of each field (Strikecraft, Corvette, Frigate, Capital) will be balanced strictly to the 2:1 rule.
Furthermore, we try to do basic rock paper scissors with a few wild cards here and there. For instance, the Halcyon is a beef cake that is capable of taking out a multiple of smaller vessels, though mostly corvettes; the Kindjal bomber is great at taking out cruisers; the Hammerhead corvette is great at taking out fighters. Same theory will more or less be followed through for the Covenant. Covenant will also cost x2 as much as a UNSC counterpart to limit build times, etc.

Ok i figured as much, but thought I might as well put that out there anyway since the models are so similar, like the UNSC frigate.

Similar designs, but you can see the texturing and model is actually pretty different.

Yer, it's just they can support higher quality models (ours are still pretty high quality)

Not necessarily but we get around this with varying levels of detail for the ship meshes.

CaW dosent even have the forerunners as a faction, just flood, UNSC, And the Covenant, though the sentinels will make an appearance as a hostile neutral faction. (As far as I know)

HSI? Don't worry, Ringleader gave me full permission to use his stuff. Probably won't implement much now, other than some of his map assets and backgrounds.
