Aside from a different model and slightly different damage values (higher laser/lower plasma for the CAR), what's the difference?

CAR is a long range frigate, picket is more short range and en masse, imagine a (i did not even know this was possible) weaker CRS cruiser and you have the picket.

nope. Picket is cheaper, and fires less often. CAR is slightly more expensive, and fires faster. both do the same damage per shot at the same range
