I would suggest in game settings to low fleet supply (too many SDVs) slow ships speeds, and medium build speeds.

I find even fortifier is a little short on defences at times, but it feels like the best setting.
I envy you if you can go toe-to-toe with a legendary A.I. I figure I win about half my games on heroic, depends on your skill level really.
Edit: Also kinda what SPECTRE said, but I put culture on slow, ship speeds on normal and everything else on faster.
I can go toe to toe with the Legendary UNSC as the Covies. Not that hard considering I have personally seen legendary UNSCs go down to Heroic Covies.
Also funniest thing is making massive 1000 units wide maps. UNSC gets stomped because of how much faster Covie ships are.

Is it a sign of imbalance if one faction on a harder AI is beaten by a different faction on an easier AI?
I'm not saying it should be the defining factor for balance, but if it is consistently happening, I would at least investigate it a bit.

AI is not a proper representation of how the game is supposed to be played, anyways. An AI cannot play the way a human player plays. For instance, a human player would obviously fortify their worlds with SMAC walls and build enormous fleets for one or two fronts against the Covenant. An AI would just throw their ships out like it were nothing and hardly have the capacity of another human. Covenant AI wins purely because the AI is playing vanilla and that's how you win Vanilla - more powerful ships, which is what the Covenant have.

I actually seem to win against Legendary aggressive AI when i play against covies. Am i alone? There have got to be better players out there than me O_o
I tend to find the best tactically sound planet IE: One with only two lanes in and out. And make that my capital That allows me to focus all of my defence to a single point. I re-enforce with mines and layer my SMACs so that by the time they destroy 1 layer of my defenses the other is already pounding the hell out of them (you can usually get 3 or 4 layers this way) That tends to cripple their fleets no matter the size. It helps to re-enforce with a small fleet but if you play it right the defenses can more or less hold the planet by their own since SMACs have longer range than the covies. If they manage to survive the defense then i send in a small fleet to mop up.
If i cannot find such a planet then i spread said defences around the next best tactically sound planet and attempt to set up a defense there. They key for me is to defend untill you can strike, minimize your supply tech to build up resources and research first.

because i learned how to micro manage properly i have been able to hold my own against a legendary AI if fact i let my brother team up with one and i held off so many attacks i got bored and started steam rolling them both

Oh also, it's worth noting - mines do wipe out fighters, which gives you the initial advantage against hostile air power. Assuming you have a reasonable number of Sabres, you're going to have space superiority at the start of the battle...
i agree SMACs and mines help i also like to have mako corvettes to help the sabers

I feel i must disagree, a wall around the planet is not the most effective way to defend, the best way to defend a singe planet is to look at the opponents most likely entry areas into the gravity well, line your SMAC's up so that their outer radius just touches the point the enemy comes out of slipspace, mine that immediate area and layer the defenses from there.
I find that tends to kick ass. (against AI at least)
