Meh. That idea is plausible I guess, but there's countless other origin stories that could also be plausible. To know for sure we're just going to have to wait for the cannon to tell us, or do some reeaally good deductive reasoning.
For now here's what we know
Unfotunately none of these really tell us about his origins, aside from the fact that one or both of his parents are black. (Unless they just want a white dude with a black dudes voice)
As for the originality of his backstory, I'm hoping that 343i will create something interesting and logical. I'm actually hoping for about 70% logical 30% interesting here.
If I were a betting man I'd say that Locke works as an ONI field agent, then joins the Spartans then gets re-recruited by ONI. Or He's just a Spartan that gets recruited by ONI. As for his earlier life I can't even begin to speculate. We'll just see.

i think he's just an ONI operative who likely served in ops alongside the arbiter (Hence why the Arbiter trusts him).

Mendicant, it's certainly an interesting theory. It fits together with what we know, but it's not the only possibility. Personally, I'm hoping Locke is a Spartan II with a codename. At the very least, I hope he's an interesting character.

Didn't even think of him being a spartan II. That would make things very interesting. A spartan II would also be a prime candidate to track another Spartan II. I Don't think a Spartan IV could take John in a one on one fight if it came to that.

If it weregoing to be an sii then I would want it to be one that's at least known. The dad fact is that the Spartan is going to be a random where his only appeal will be from Ridley Scott and his character being butchered by 343.
Conjecture. Not fact. There must be more. Where did they pull Naomi out from then? Plus there are bound to be survivors. And those who ONI stole from the program because they were needed elsewhere.

They don't recover it, it just shows a few panels of a cryo bay with empy cryo pods, a flood infection form and the SoF on a collision course to some random planet.
Anyways I really doubt its going to be any type of Spartan II or any type of Spartan that was pre-Halo 4. The series they're doing to introduce the character apparently pitches him as an intelligence officer.

Do they have rations for 22 years? I'm assuming all of the cryo pods were picked clean.
