i found ur mod on Mod DB  i'm hoping that this mod is still being developed  and that at some point forerunners will come in as a playable faction

It is currently for Sins of a Solar Empire: Rebellion - Version 1.82

You should really search and read a little in the forums before starting new topics like these.

 

Furthermore, one of the Head developers just started a new topic about upgrading things...that might be a clue for this mod still being actively developed.
