I'm running a game with the flood set to Inactive, and I was assuming that it means "there are no flood planets". And then one of my sloops ran headlong into a planet full of flood and died. Is this a bug, or does "flood inactive" not mean what I think it does?
What does "Flood inactive" actually mean?

it means that the flood are not going to move out and spread, however if you click keep playing after you defeat the enemy you can try to take the planet

Probably because you answered the question correctly and maturely. In other words, did what the community is supposed to.
@OP:
Flood inactive means just that, they're inactive and won't attack you. But if you seek them out........
We need the flood world to exist, regardless of whether or not they're active, because that's just how Sins works.

"try" i love how people think the flood are so hard in the public version. it is pretty easy to take them down if you do it right. then again... i learned the hard way....oscar...im looking at you

i learned the hard way that the flood can take over Capital ships and therefore only attack when i have over 60 stalwarts...

The bug was called Spring Contingency, a play on the UNSC's Winter Contingency. What would happen is if you bombard and kill the Flood Home-world before you clear out its defending Guardians, the Guardians would re-colonize the Flood Home-world. The problem being is that their colonize ability is special because it spawns an active Flood fleet as well as colonize the planet. The spawned Flood fleet behaves like it would if the Flood was active and begins to attack other players.
This video is a perfect example of the bug.
The bug was patched in the latest release.
