is there a way I can disable titans

Really? 

 

I remember disabled Polaris-class Titan in Armada III. Perhaps, there is an option you still unaware. 

 

But... anyway... this option is bad for this mod. Also, titans must be have too strong hulls (Metal hull is already great EMP shielding for all internal systems) and additional EMP plating, and too many sensors for their sizes. Best thing you can do them - debuff their weapons.

I believe he means removing them from gameplay, rather than just disabling it via Shivas or something.

I don't believe so, not unless you mod (mod a mod?) Sins of the Prophets. I highly doubt the developers of SotP would be willing to remove Titans though. A toggle to turn off Titans and Superwepons in vanilla Rebellion would've been nice Ironclad.

You could just remove the titans entity file, but you'd have to edit the entity manifest and the playercov and playerunsc files or the game will break
