I doubt she would use it. Kinda pointless to protect everything by killing it all, although the Forerunners DID do that... Do they still have indexes of different races left or what? Odd to say we're gonna kill you all if you miss behave but then we can't because we can't bring you back! Maybe we're missing something? Maybe it isn't her!?

Pretty sure it's Cortana. The humming sounds like her voice, as well as it sounding like the Oly Oly Oxen Free whistle she used earlier in the game.
