I know the berlin has been reconfigured to diplomatic shuttle, and there has been some debate as to what it should be.
But in Halo escalation the diplomatic shuttle has been shown to be the Reach transport.

It ain't exactly hard to simply refit a transport into a diplomatic shuttle and probably cheaper.

why refit a ship when there is already whatever class of ship halsey used to interview the spartan II candidates in (the han)?

The han was already an ageing ship, you cant retrofit forever.
Also diplomats have to deal with multiple species and colonies rather than just colonies.

You tell me. Blame the inconsistencies within the cannon. The Han doesn't show up at all except for that one instance.

that being said, its already a DIPLOMATIC ship, which is what an envoy is. Why take a different ship that has another role and refit it, when there is already a ship designed for the role we need?

Well if they were using that ship to transport civilians away from Reach then I assume they already made some modifications to it to allow for civilian transport. Further conversion of it into a diplomatic shuttle wouldn't be too much of a stretch.

Air Force One, anyone? We retrofit commercial air liners for all sorts of diplomatic endevours. There is no reason the UNSC would do it any different. Plus, paying the large sums of cash invovled with designing a new line of diplomatic ships in the middle of war of survival is bit mad. Until the whole Brute-boondoggle within the covenant humanity was doomed hence: The need for warships high, the need for dedicated diploships very low = use whatever you have stashed away in the back of the garage when peace surprises you.

Yeah, but the Han isn't a new class of ship. Wouldn't the UNSC still have a few Han shuttles stashed away somewhere?
