Yes, and it has been stated by multiple people multiple times in this thread.

But...if its late game how does it kick balance out of the water?

In case you haven't learned yet, arguing with devs over a closed issue won't end well. Just give up.

Let them learnnnn. The mod as it is now(at least in the public release) is working fine. The next release will bring new gifts and boons for both factions and will also bring many a faction breaking new tactics. 

 

Dude, think of the covenant bombardment as true glassing, okay. when you re-capture a planet does it not take time to build it up?! that right there is your reconstruction of a glassed world, And although it is weird as for the covenant glassing and then capturing a planet. Plus THE MIGHTY COVENANT DOES NOT WANT YOUR PUNY UNWORTHY PLANETS!

The issue here is that no matter how late game it is it will still break the design and balance that we have set out to achieve. The current public version is already completely out dated. Eventually Lavo, Rovert, and I will be doing an interview with Technophobius on his YouTube channel explaining what we have planned for the mod and what we have done so far. But I will say this right here. There will be no planet killing ability for the Covenant. We feel that it does not fit into what we want for the balance and we quite frankly do not want that in the mod.
