Not on the forum. But if you press the download button at top you'll be redirected to ModDB where you are able to download the latest public release of the mod

There's nowhere to download mod maps. There are some included in the mod made by Cole but they're mostly canon type maps that can be fucky balance wise. You're better off using random maps, honestly, or using the map designer in game. Or just outright making your own.

I plan to have a place on the forum that is essentially our own form of the ForgeHub, where folks can create maps and share them with pictures, so you know what you're downloading. Probably some sort of system to allow folks to rate the maps, where the best ones end up in the mod. Easy to download premade package of Galaxy Forge with our GSD file and icons. Eventually.
