After the release of the Covenant, would it be possible to make an addon pack maybe Covenant units for planetary Militia and a fleet size modification?

Fleet size modifications are infact rather easy, but may affect balancing in comparrison to normal Sins. Where as in normal Sins, all three factions have only somewhat divergent strategies and playstyles, I could forsee imbalance with just a general "double cap" mod. E.g. Double Covenent capitals early game from assumed estimations of the playstyles (UNSC mass production vs Covenent power projection) would most likely lead to crippling rushing. And aye, I include AI in that.
I could be wrong though, it would depend on economies of course also, more materials for a, b and c ships etc.
