Swiss proposed an interesting scenario the other day though:
Apparently back in the days of Halogen, they had a "Jail" section of the forum that was basically a quarantine for more troublesome members. They would serve week or two week long sentences and were only able to post within the jail. Knowing Swiss, it was likely filled with political dissidents and the uneducated.
