Also who needs case sensitivity for ordering files? if its Priority use ! as prefix.

Any files that requires constant update is to use ! prefix.
But Mmeier is also correct. Files that are to be archived as they are no longer required or has a date of previous year it to be dated in YYYY/MM/DD format rather than DD/MM/YYYY.
Dashes are to be used as a breaking reference.

But after its no longer needed and requires archiving:
2016/07/30 - File Dating Procedure (UPA) REF: 123456789
