Greetings Humans, Covenant and my fellow Forerunners.
I understand that Rebellion utilises a Loyalist/ Rebel system for each faction. I also know that the mod team intends to or has converted and created the Halo equivalent to this system.
However, I still would like to express my ideas for this system and they may be used if desired. Even more so, I also know that the Titans have already been finalised, however I would like to suggest a future canon improvement for the future as each sub-faction has their own Titan.

So first UNSC:

UNSC Loyalists:
NavCom [Naval Command] - The Commanding branch of all UNSC Naval Operations. Considering how SoaE is a space based RTS, it is appropriate that the UNSC Loyalist faction is in fact their canon Naval branch.
Titan: Infinity class Dreadnaught - Self explanatory, already being used as I know. Again, canonically the Infinity is a NavCom vessel.

UNSC Rebels:
Insurrectionists - Not only civilians rebelled against the UEG, but so did some UNSC such as Colonel Watts. Hence, rather than ONI, the Insurrectionists would provide a more suitable and canon option.
OR
New Colonial Alliance - This is more preferable as they are a solid rebel UNSC faction. Furthermore, linking to the SoaE space combat style, the NCA is led by Admiral Mattius Drake which again is appropriate for the choice.
Titan: Although I do not know any warships in the Insurrectionist fleet capable of being a Titan, it is possible to have a converted Thermopylae Super carrier as the Titan with certain upgrades.

Next, Covenant:

Covenant Loyalists:
Covenant Loyalists - Obvious choice, the San 'Shyuum and Jiralhanae, there is no explanation needed here.
Titan: Forerunner Keyship - The Forerunner vessel at the heart of High Charity, and Truth's flagship in Halo 3. This vessel stood as the iconic command ship of the Loyalist fleet, hence making it an effective and canon Titan for the Loyalists.

Covenant Separatists:
Covenant Separatists- Again, obvious choice, the Sangheili.
Titan: plot device class Super Carrier - Yes, I know this idea has been set aside, however with key vessels such as the Forerunner Keyship, UNSC Infinity and Mantle's Approach, it only seems appropriate and again I say canon to give the Separatists this equivalent. If this is not plausible, then the Covenant Battleship will have to do despite my refusal of considering it a Titan.

Lastly, Forerunner:

Forerunner Loyalists:
The Sentinels - The Sentinels are under the command of the Librarian as well as their respective monitors, as they are Forerunner aligned as well as against the Ur-Didact then it is suitable for their place as the loyalist faction.
Titan: Guardian Sentinel - Despite being smaller than the Keyship, the Guardian is the most powerful Sentinel of them all. Even more so, the large Sentinels are space worthy, in fact they were the main force of Offensive Bias' fleet in the last days of the Forerunner saga.

Forerunner Rebels:
The Prometheans - The Prometheans are led by the Ur-Didact, who was seen as a traitor by the Ecumene after he composed the Humans on Omega Halo, hence making them the perfect and canon suitors for the Rebel faction.
Titan: Mantle's Approach - The Ur-Didact's ship of course.

That was already specified in the thread post. However, the mod team does not wish to implement the "Plot Device" [Although it was in Ghosts of Onyx!].

If you read the first post in this thread, I suggested the Covenant Separatist Titan to be the Super Carrier which should be a plot device class but someone keeps changing it to Plot Device.
