Update on the game's balance:
if you get to unlock Cutter's final ability that deploys the squad of 1 Scorpion, 2 Cyclops and 3 ODSTs, then there is no such concept as "balance". That shit's outrageously powerful. I stole a 1v2 game after my teammate dropped with THAT ability. I hope they notice the problem and nerf it for the release.

Impossible. Monitors are subject to compartmentalization policies as to not jeopardize other installations. This is why Mendicant Bias has such an issue finding the Lesser Ark during the Forerunner-Flood War. He wasn't allowed to know as if an AI were to be captured or corrupted they would know of the location of every single Forerunner installation on record. Unless something changes post-war there is no way for the Monitor to take Installation 03 anywhere.

Yeah, I remember that now. I think the main thing was they weren't told the location of the Ark and the other rings but the Forerunners could have possibly created repair stations around so that they could, well, repair the Halos and would probably give the locations of these to the monitors so that they could repair the rings if something happened. They'd be kinda fucked if they didn't have a way to fix them.
