Because the Nova wasn't used as a mine. If they used them as mines to PROTECT planets the NOVA would have failed miserably. It would just destroy any planet they tried to protect with them.

Or as an ability for the Infinity, instead of having shiva nuke like the rest of the UNSC capitals it can have the Nova Bomb.

It fits the cannon since the NOVA has only been used on one occasion in the lore and that was during the siege of a human planet.
To the best of my knowledge the research was never picked up again since all the research files would have been lost on Reach where the NOVA was being developed.

You can't do anything close to that with the game engine due to hardcoding.

In reality you could make the nova bomb a super weapon (similar to the TEC Novalith cannon) while still giving it a ridiculous cooldown (20 minutes?).

Nova bomb vs. Glassing a planet
The possibility to render an enemy planet "not colonizeable".
Edit: Could be useful to decimate a overpowered enemy in late game (on big maps).
Also, it would force the enemy player to think about defence micro- and makromanagement. (Defence Force or SMAC for example.)
It takes a dwarf to use magma for snow shoveling
