Senghelli are pretty weak as of current events, Civil wart, and all their ships are up at the front, fighting the brutes.

The brutes are in the same situation.

Earth may have insurrection problems, but some of its colonies survived and stayed loyal to the UEG.

The UNSC are only top dog because of the Infinity, the new technological leap against the covenant, and its ability to replenish its losses.

There is a quote in either glasslands or thursday war that says humanity won the war because we are the jack of all trades master of none.

I'm thinking that the Covenant will do what humans typically do when empires break up: Balkanize themselves into smaller territories and factions based on localized culture and beliefs.

Sure, one of them (like the arbiter's faction) will be the foremost among the new nations but the former Covenant races could literally expand and rebuild their society in any direction now that they have self determination. I wouldn't blink to see some sort of alliance between human rebels and a smaller post-covenant faction.

Just read escalation.  Seems like the Arbiter's faction is actually doing pretty well.  They had a few Assault Carriers and destroyers for a mere diplomatic mission.  And the Arbiter is mentioned as a symbol for what the Galaxy can become.

i'd have thought the Arbiter would be dead by now given how things progress in the Kilo Five trilogy, Arby and lord hood want to try for a lasting peace, Granny Parangoski (head of ONI) is conspiring against them believing peace to be the worst idea and works to de-stabilize their efforst by pitting the different sangheli factions against each other so they will never be strong enough to threaten mankind again regardless of Arby's good intentions. In a sense Parangoski is partly responsible for the threat the Sangheli becomes in Halo 4.

Parangoski is almost certainly dead by the time of Halo: Escalation.  And as much as Osman is an asshole, I doubt she'll be Parangoski levels.  And 343 knows better than to let Karen Travesty kill the Arbiter off.  Especially considering the menial shit-tier roles he's been given in the novel.
