Since it is big enough to hold such rooms and would work well in case of lore.

A pity, but I imagine allowing the UNSC to have even more logistical buildings would of not been ideal for balance.

Not exactly true, Huragok are the prefered choice to maintain their ships but in some cases if a Huragok is not available they use Yan'me (drones), but in some respects you are correct about having a scientific presence on board namely the luminaries, the Forerunner derived computers that can sniff out Forerunner relics and are required aboard all covenant fleet ships, even the Kig'yar run merchant/pirate fleet have them.

Weren't the Yan'me used on Rapid Conversion because Sangheili commanders didn't trust the Jiralhanae with them. +The ship wouldn't remain outdated for long with the Huragok onboard.
Anyway, I'd imagine they'd be fairly common aboard the larger ship classes though.

Does the corvette count as a separate ship type? If so could a specialised lab ship not be created that is technically a cruiser or capital ship but is has a separate ship type so not every capital ship provides labs?

honestly, if any faction would get this, it would be the forerunners, and even then i doubt they would get that ability

This is a bad idea and would be game breaking for balance. The idea is that you expand to increase your research and economic capacity. The shipboard labs, shipboard tax income, Titan as a capital, and strip to the core were all meant for the Vasari loyalists so they could live without planets, reflecting them running from whatever it is they're running from. It would not be effective here and would be game breaking, unless the UNSC got something similiar. Now, what the UNSC really needs is for the hijacking ability to give Covie ships that are hijacked a buff. Pretty sure Cortana said the Cocies weren't using their ships to maximum performance and blew them out of the water when she played with their tech. The Covenant really doesn't need any more buffs..

There's really no reason to implement a feature like that, especially considering how balance-breaking it could be and the lack of a real canon reason.
plus there are so many barren world spawns that theres no real need for more spots for labs

This. Maybe one for civics to reflect "damn eggheads" as put by Sarah Palmer. Regardless, it isn't happening agig. I wasn't sure how public I'm allowed to be in discussing the playtesters version but since someone else mentioned it, the amount of barren dwarf planets (more like moons now, I feel that would be a better name) is insane. You really don't need a huge empire to get max tech anymore. 2 barren dwarf planets is enough for all 8, and then some. You'll be fine.Well agig let's face it.
