I think a good way to modify the mines in a fashion where they will not be OP would be have them have lvl 1 shiva stats and reduce the number of mines in a gravity well to 50, if that is still too much I think its possible to modify the distance between mines so that they may cover larger sections, but there will be larger gaps between them for smaller ships to be more mobile and less likely to crash into mines on arrival from slipspace.

This sounds good to me. Although 50 is still too much in my opinion, maybe reducing them to 30, if you spread them a little.

Honestly, I like the mines the way they are. There have been several times where I held systems adjacent to Flood-controlled systems and a metric fuckton of mines was the only way I didn't get steamrolled. Prowlers were made for a reason.

Instead of having a layered effect it will do sub-shiva damage/effects and be a researchable item that only prowlers can drop. They would ideally cost antimatter and maybe crystal? Dunno, just don't think one should be able to drop them all over the place. Removing the icon would be nice too. You'd still be able to select them if you highlight the right area, but it would basically take minesweeping efforts on your part to find it.
I like this idea a lot and it does make sense. Besides i'd imagine nuclear-stealth mines aren't the cheapest of objects to produce either. Maybe reducing the mine capacity down to 100 will help balance the minefields better, you probably already thought of that or a similar idea though.
