We'll I had an Idea.
How about having the timeline span the entire human covenant war up to where we are now.
That way we can keep the mako and original prowler in and have the new model prowler as a new slot later on in the tech tree.
That's just my idea because I really like the Human covenant war part of the halo saga and would be sad to see the mako go along with the original prowler

I Think that Devs want to get the balance just right. I think that the insurrection could wield the mako, since they have to use old/recycled ships.

did you not read that wiki page? lol
The In Amber Clad, a stalwart-class, has a very similar armament to the charon and the paris. In fact, the stalwart is the middle ground in terms of armament between the other 2.

You just sort of linked it, which is an open ended question.
The charon class is more powerful than the stalwart, it has AA turrets, longer, and has Hyperion Nukes. Not to mention it's longer than the stalwart. Most of the time a longer ship denotes more firepower.
Not to mention the charon is a escort, whereas the stolly is a support vessel.
(exceptions being Monitors, Escort carriers, armored and auxiliary cruisers).

The charon is a troop deployment vessel more than the others, hence the larger hangar and more cargo space. The paris has more armament than both, but the stalwart (in canon) has shivas on board. Last i checked, shiva > hyperion. The stalwart is a jack-of-all-trades ship, able to do the same things as the charon and paris, just the paris and charon do their respective jobs better than the stalwart.
furthermore, you asked if the stalwart was canonical and had a MAC. That link showed that it IS canonical, and that it DOES have a MAC.

Jesus Christ Defender. He asked is it going to be canonical and have a MAC. He means, in the mod, is it still going to have a MAC even though it's the AA frigate for the second Rebellion release? Now answer his question.

Defender you have them confused, the stolly is the troop transport, the charon is the multi role escort, and the paris is the straight up combat ship According to halo wiki.

An escort is descibred as:
A vessel smaller than the vessel it is escorting. Specializing in taking out targets smaller than the flagship.
So If a cruiser and escort came under attack by a vessel smaller than the cruiser the escort peels off, no longer becoming an escort.
Or at least that's the royal navies policy, leaving larger vessels to continue on with its objective of taking out a ship of same or larger classification.

So, by your logic, a fleet escort is only for show? May as well paint all the UNSC ships fuzzy wussy rainbow colours if we're only doing things for show now.

This is not my logic, this is the royal navies logic. In the Royal navy An escort will only pull off to deal with enemies or unless its escort run has finished.
