Not exactly. Warp is bending the fabric of REAL space around the ship, so when you move forward in your ''bubble'' frame of reference, you are travelling at a perfectly reasonable speed. But relative to the outside universe, you are exceeding c.
Slipspace is more like subspace from stargate. It is a sort of ''different realm'' where the laws of physics are different. For example, a distance covered in the same time with the same velocity in slipspace is much smaller than that in real space. Sort of like a ''velocity constant'' that amplifies your displacement without altering velocity.
