You acquire the mod. Steam acquires the game the mod runs on.

I have no idea how to help you then. If you're on Rebellion and you're following the instructions in the OP it should work fine... Read through again and make sure you're not making assumptions. Modding SoSE is super easy.

How long does it take you to download the mod from either source?

Have you tried uninstalling. Cleaning the folders.Download the whole game again and thenjust install this mod? Seriously we are very sorry but we are out of options here
